Step-by-Step Solution

Go to the metal shed with the openable door in the middle of the three dish structures — it holds the fuse box. Hold E to insert your fuse.

Flip the switch on the outside of that shack to start the timer (it's generous — no need to sprint).

Run to the second metal shed with the green puzzle door (under the leaning dish) and swipe your Green keycard.

Head in and loot. A red emergency button by the door reopens it if the fuse dies.
