A solid red-card source, but fewer crates than Train Yard or Airfield and a multi-switch sequence that's easy to fail if you miss one. The cooling tower is a radiation trap for the unprepared.

Go to the three-storey building at the corner and flip the switch (under the stairs).
Find the building with the slanted roof; inside, activate the switch and the timer.
With the timer running, rush to the Green card building in the centre, swipe in, loot the crates, and flip the extra switch inside.
Take two flights of stairs up to the blue card room.
Place your fuse in the nearby fuse box.
Swipe your Blue keycard to open the room and grab the loot — the Red keycard is inside.

Keycard-door loot respawns every 30 minutes — far faster than open crates, so a puzzle you can reach is renewable income.
